Enhancing The Competitiveness Of The Creative Industry In Gorontalo: The Mediating Role Of Organizational Innovation In Human Resource Competencies

Although the creative industry plays a crucial role in sustainable economic growth, many still do not understand the specific mechanisms that enable human resource competence to enhance competitiveness, particularly regarding how innovation is mediated by organizations at the local level. This study uses organizational innovation as a mediating variable to investigate how the competitiveness of the creative industry in Gorontalo Province, Indonesia, is influenced by the development of human resource competence. Survey data collected from 150 local creative entrepreneurs were analyzed using a quantitative approach. Structural equation modeling with partial least squares (PLS-SEM) was then applied. The findings indicate that human resource competence has a positive and significant impact on industrial competitiveness and enhances organizational innovation. A key finding confirms that organizational innovation can function as a partial mediator; it enhances competitiveness by indirectly channeling human resource capabilities. The results suggest that regional creative industry development requires a dual approach. The first strategy involves comprehensive human resource competence development, and the second involves creating a supportive environment that enables individual capabilities to generate organizational innovation.
